Where are the rules for Central Ohio Musky Chapter Tournaments.
I'm just curious about 2 things...
I would like to know if live bait or umbrella rigs are permitted in tournaments.

Live bait is not allowed. Umbrella rigs would be allowed as long as they have the legal number of hooks per Ohio regs.
