They are bringing the lake levels up. Castle Rock is 18" below normal pool and Petenwell is at -3 feet. They will raise "Pete" after "The Rock" is full.
If you want to keep an eye on it click on the link below:

Go to hydrology on the menu, page down and select Wisconsin River, then click either Petenwell or Castle Rock Dam.
The "action level" on the chart is the normal pool height they try to maintain.
I will be out on the river below Nekoosa this week and will post results.
