    Default Might be a dumb question but.....

    Speaking of musky stamps, can someone tell me what/who started the trout stamp in PA?? Am I correct in assuming that it is used to defer some of the costs for rearing the smolts or does it have something to do with the world class steelhead fishery??

    I am not a native of PA so cut me some slack!
